What are "low" rates?
The dollar has dropped significantly against most currencies - so in some cases you might actually need to pay more - a lot of those outlanders have some pretty impressive skill sets and might avoid a project where quality and delivery are not as important as "low rates". Advertizing you're shopping for "low rates" might land your project in a "low-end" development shop where there is "no-end" to how much trouble a completion ticket would actually cost.
For example, I know developes that charge 150$/hour. They can do a project in a few days, where a 40$/hour developer doing the same project would take several months.
One way might be to use an international guru.com like service. There are also consultant listings on this board and VFUG that might help you with your shopping.
