First run from the command promt in VFP7 home directory

VFP7.exe /unregserver
VFP7.exe /regserver

After that try the below association for .APP "open"

Application used ... : "C:\Program Files\microsoft visual foxpro 7\vfp7.exe" -SHELLOPEN "%1"
Use DDE: Checked
