Are you sure the project still has the checkbox and ico assigned to it?

In Imagedit, you can select the 32x32 image, copy it to the clipboard, then paste it into a 16x16 size and it'll ask to clip or shrink/stretch. Selecting shrink/stretch all you have to do is clean up the image.
