Check out UltraVNC (www.ultravnc.org) for free, lightweight, and fast remote control capability.

If the program can be run as a service, you can use srvany and run it as a service (requires registration, etc.) and then use network commands to find out whether it is running, stop it, start it, etc. That would be useful if you wanted all of this to happen automatically, coordinated with backup utilities (which can be programmed to stop and restart services), etc.
