Here are my $0.02 worth.
I would use a Pocket PC (Windows CE) device as the user interface. The device connects to a web service to get new orders and to upload information back to the office (this means that the device will have to connect to the internet either wirelessly or through a cable connected to a PC that is connected to the internet).
I would use .NET(VB.NET or C# it doesn't matter) to create both the webservice and the app for the Pocket PC.

Orders could also be uploaded and/or downloaded to and/or from the device using Active Sync (no need for webservice or internet connection).
