One option you might want to look into is the VFP9's XMLListener, which is a report listener that can output an existing report into an XML format, including either the layout, the data, or both (and an option for also including info about datasources).
This XML is not directly compatible with the XML format of SQL Reporting Services, but might be a starting point for developing a conversion process, if you want to get into it from that direction. This would be a nice area for Microsoft to develop, or it could be developed as a community effort.
