Programs like MS-Word or even e-mail programs don't usually provide networking capabilities themselves, they use the networking capabilities provided by the operating system.

For example, if MS-Word saves a document, it doesn't care whether the document is saved on a local disk or remotely over the network. It gives a command to save a certain file, and if it is a remote computer (over the network), a component of the operating system (the redirector) will translate the commands to the appropriate network commands, for the file server.
