When I do a "DESCribe" on that view (user_extents), the data type for the BYTES column is just NUMBER with no scale or precision. I suspect this is what is used for the CurrVal and NextVal of sequences in Oracle that you and I were working on resolving with the auto-updating of the PK fields when a new record was inserted.
