In XP Home you get the client, but only a partial-server, that is, with XP Home you can ask people to help you online, and this uses the remote desktop service, but you need to be present at the time the connection is made and you have to initiate it with an e-mail or thru MSN.

In theory and practice: yes. Just make sure that you tell your client you are using a dial-up connection so it doesn't transfer bitmaps and sounds.

MS has a client for Macs, my wife uses it all the time. You can also find a client for Linux, but it is not made by MS.
