Yes, that seems to be what I was missing. It the SOAP SDK toolkit. But it did not only involve that DLL file. I don't know for sure all the DLLs involved. Decided to use InstallShield Express to make an installer for the application, then just told it to merge the SOAP SDK toolkit within the installer.
