Nope, as an administrator you can change/reset passwords only. The only work around to this is for the administrator to assign the password and not allow users to change it. The passwords are stored in a one-way encryption format, meaning that you can only encrypt, very difficult to decrypt.
Basic security even protects from the administrator. Remember that changing the password on XP pro will make any encrypted data unusable.
