I think Hilmar found the reason. Foreign characters or code page could be an issue. I'm simply using

IF tcMessage=UPPER(tcMessage)

where tcMessage is either the title or the message.

This is simply a general rule in order to avoid shouting type approach where in most case, that would be true, not in your case however.
