Yes,

Check to see that .NET has been registered in IIS by opening the IIS Management snap-in, properties of the default web site, application configuration, file types and see if things like .ASPX, .ASMX are mapped to the .NET framework 1.1 (you don't have to check each file type, if one is mapped, they all are).

Most likely the problem is a faulty installation. Have you checked the System and Application event logs? Usually .NET will make an entry when a service-related error occurrs.
