Usually, having the Top left-hand edge of the pic in the report header allows it to feature in the whole sheet. Don't worry if you drag the bottom RH corner down through detail and group bands. You will be prompted for the pic path from a dialogue.

Right-click on the picture, properties, If source and frame are different sizes: Scale contents, retain shape.
