You say detail band is only 0.6, but there are more than one detail band on the report when it runs, right? So the report won't be just 5.1 cm when run. If not, then make your footer deeper, with the text part at the bottom.

Whatever, size the pic as you wish (attention to Tore's reply). You can drag it up the report while you lengthen the bottom. When you place the TL corner in your header it shouldn't matter that you can't see the bottom of the pic. DO a print preview and "suck it and see".
