I found some more links. It appears that what is now ocurring to me has happened to others (mostly with ASP.net programmers trying to automate email), but I have not found a definite resolution. Currently, on mine, mail appears to go without any error, but it actually sits in:

C:\Inetpub\mailroot\Queue

and never leaves. If I send mail directly from Outlook Express though, those emails will successfully be delivered. I am still researching this. I have verified the IUSR_ and IWAM_ write permissions to the mailroot folder and I verified the default smtp Virtual Server settings.
