In the "good old" Dos days, I used to program the keyboard using ANSI.SYS and AUTOEXEC.BAT, but since this was years ago, I don't remember exactly how I did it. But you should be able to re-define F11 to behave like another key. However, many programs will read the keyboard directly.

Another thought: what about using some glue to disable F11 once and for all?
