Eric,

You can set the processor affinity for a process from the task manager on a multi-processor machine. Select the Processes tab and right click on a process selecting the "Set Affinity" menu option.

However (IMHO) the OS Scheduler will always do a better job than you or I, it has access to metrics that we don't and make informed desicions on your behalf.
