I finally realized what you (and the manual) were trying to tell me. I had gone through comparing my app to the Project Mgr. app trying to figure out what was different. About the 15th time through all this I suddenly realized what you meant by, "Did you create a report variable". I've been thinking, "of course I have. They're defined right in my OK button before coming back to the report". It didn't occur to me that you meant that I had to open the Report Designer, go to Report->Variables and add them there. Suddenly, all is right with the world ;-)
