I think that President Bush (the current) does believe certain things and that he does pursue them vigorously.
On the other hand, I think he's picked (or had foisted upon him) a bunch of zealots as cabinet secretaries and a lying scoundrel for a VP.
Rumsfeld and his cabal used 911 to grab power and effect what they had been preaching - with huge disinterest of those in power all the while - since the early 90s.
President Bush's most serious shortcoming is that he sticks with people who are clearly screw-ups. And he keeps listening to them too!
The "Dominionists", and he has several as his staff, accept that lying, cheating, misrepresentation, etc. are all perfectly legitimate means of achieveing their goals.
My guess is that President Bush can't tell when he's being "misinformed".
