Note that I said "consensus" (qv at
http://en.wikipedia.org/wiki/Consensus). But that's the ideal case, or the best case.
The rules are already out there, we call them laws. Now the process of lawmaking is a matter of different dispute.
One thing I am sure: rules specific to one faith can't be forced upon the others, not without dire consequences. Just imagine your city ruled by Wiccans, or Orthodox Christians, or Catholics... surely you'd find that a few of the rules they'd probably try to impose wouldn't be to your liking. And then, you know the golden rule.
So if consensus is not quite practical, and enforcement of one's own over everyone else's is rude, then at least we can do our best to find what'd work for the most, harm the least and have the fewest oponents.
