I think you're right. But to avoid that burning in hell, Howard does want to foist HIS religious-based laws on EVERYONE and seems to be ready to push pretty hard to make it so.

I don't understand why his "treat your neighbour has yourself" can't be to leave his neighbour alone and worry about himself (Howard). Howard seems to equate "treat your neighbour as yourself" as 'I am a Christian and so I will push my neighbours to be Christian too as a charitable effort to save them from burning in hell'.
