The reason is that CTRL+F10 is a toggle. The first time you run the report, it is small, so CTRL+f10 maximizes it. When you close the report, your resource file remembers that the report is maximized. The next time you run the report, the resource file opens it maximized ... and then your CTRL+F10 switches it back to small. So you end up having it maximized every other time.

To get around this ... turn off the resource file before issuing the CTRL+F10 and running the report. Restore it when the report is done.
