The typical mistake made by those asserting contradictions in the Bible are taking passages out of context. I suspect that is the case here, although I couldn't be totally sure. It would appear the passages from Deuteronomy and Ezekiel apply to fellow Hebrews and not to their enemies.
A simple example - I could tell my child not to cross the street one day and then tell them to cross the street the next. The missing information is that in the first day I'm not outside to watch for cars coming and the next day I am. So, although I seem to give contradictory commands, it is the context of the situation that makes it appear to be contradictory.
