And they all serve to keep the system in place. And the system needs to have the poor, or else the wages would need to be raised, and there wouldn't be a steady 6% unemployment (minimum) to keep the profits high. So neither of them will teach these guys how to fish, they'll rather make schemes to ban simple stick and thread and make use of expensive fishing gear mandatory.
