I do not dispute that Iraq was probably not directly responsible for 9/11. I do, however, dispute that they were not a threat. Using your reasoning above alone, then the U.S. was entirely justified in attacking Iraq because:
Abu Abbas was caught in Iraq after being refused to cross the Syrian border. He was residing near Bagdhad. Iraq was harboring him. It was he that was responsible for the hijacking of the Achille Lauro that killed an American. He was found guilty by an Italian court. Our soldiers also found hidden caches of suicide vests with silver balls meant to scatter during explosion and also the terrorist training camp in the North.
