Generally speaking, anything that you store locally will run faster than anything stored on the network. Why? Because it doesn't have to go across the wire to get it.

How much faster depends upon network traffic and configuration.

The downside is that it requires more work to administer the programs if they are stored locally. And it's more difficult to administer access to the programs and data.
