It seems likely to me that we'd have to buy something like Crystal Enterprise - a copy of that for us (and an additional copy for the client) would cost in excess of 8000 UK pounds, and would still only give us 5 concurrent licenses.

I believe the .NET Crystal Reports version allows development and deployment for up to five concurrent users. See 'INFO: Licensing & Support for Crystal Reports for Visual Studio .NET' in .NET documentation....
