It can - it happens here all the time. There was prohibition, there was the ban on mixed marriages, now there are attempts to put a ban on non-mixed marriages...

Does that work? To an extent, yes. The people will follow the laws that they agree with, the laws that express the existing morale. But then if a law goes against it, it will be ignored, not enforced, fought against, and eventually repealed.

Take the "no cursing on Atlantic Avenue" local law here in Virginia Beach. It's an expression of the local desire to keep the Boardwalk and the Avenue as a family-friendly tourist area, and not the partying area that it becomes at night. It's probably against the desires of the younger tourists - not in the sense that they have specifically paid their hotel bills so they could curse on that street, but in the sense that they've come for a relaxed vacation with fewer rules than they have to follow in their day-to-day existence, without being under surveilance at all times. Which stand is (more) moral - the locals' or the youngsters'?
