As of now in terms of full time Microsoft employees, the answer is yes. But each new release of VFP has other people who assist as needed plus vendors/contractors who work on the team for 6 months to 1 year. Our objectives are to have enough and the right people on our team to meet our milestones, objectives, etc. - which is the same for any product here and probably for most teams at other software companies as well.
