I'm not clear as to your meaning on that Hilmar. Everyone that behaves simply because they do not want to break the law of their country on this physical earth and do not wish to receive punishment will not be approved by God? What does 'not be approved by God' mean exactly? Not get into heaven? Not go to any of the higher levels of conciousness (as some paths believe), go to purgatory, go to hell, reincarnate forever on the earth, or what exactly?
