After writing this I went back into the mouse settings and found something "interesting"...
On its "Scrolling" tab the first item is labelled "Select a vertical scrolling speed" (emphasis mine), and under it a slider bar with one end labelled "Slow and the other end labelled "Fast". So I had assumed that this had to do with SPEED of the scroll and not the "size" of the scroll.
I decided to play with it anyways (I sillily trust labels to say what they mean, and I have previously move it slightly towards "Fast" in the initial setup) and found to my surprise that it controlled the "size" of the scroll and had nothing to do with "speed".
So I now have that dangerous irritant resolved.
