Does anyone know of a graphics program that supports automation with a reasonable object model?

What I would like to do is automate the production of *simple* GIF files for buttons and graphical text for ulitmate use in a web application. If I had say a VFP table of text strings, I would like to be able to loop through the table and place each string as text on a button and save as a GIF, preferably with options to alter color and size. But mainly, I want to be able to control the production programatically from VFP.
