I'd just slap a shape underneath the button that is a little bigger than the button and has a colored border but otherwise transparent. Then make that shape invisible. Set it visible when command button receives focus and then set it invisible when the command button loses focus. This will produce an effect that looks like a highlighted line around the button. Not distracting like blinking, but certainly gets the users attention.
