Yes ... you can use a Report Listener to create graphs by using code to create GDI+ output. My article posted on the MSDN website (http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dnfoxgen9/html/VFP9Reports2.asp) has an example of a bar chart. I'm currently putting together some samples for my session at the Southwest Fox conference in October to do pie charts, line charts, and such. So yes .. it is possible.
