What is a GMS Phone simulator? Do you mean something like PC2Phone?
Do you what to use a computer to call a cellular phone? You can send messages to cell phone that supports SMS with MSMessenger.
If you need to receive and route calls through a computer, that is a different story, as it requires a H323 protocol gateKeeper (for IP phones, which computers would be) Or SIP protocol for regular phones, you also need a GateWay to route the calls). There is a free GateKeeper software available on the net, but a GateWay requires either an existing one or a heavy investement of money.
