You're totally mistaken. If you don't provide any details about environment in your bug report, it means that you expect it to be reproducible in any environment.
In this specific case I do have themes enabled in VFP9 but I cannot repro your bug anyway because themes are disabled on the Windows level. There's no mention in your bug report that WinXp even required to repro.
