The point we are trying to make is that the bug is dependent on the current XP Theme setting of the video subsystem. In my case my machines are all set to the Windows Classic Theme. Which is why I don't see the issue.
It took several posts to finally get that critical piece of information out of you. It shouldn't, that detail should have been in your very first message.
The purpose of a bug report is to create a code fragment that is reproducible by someone at Microsoft. If you don't provide all the necessary information you are just wasting a lot of people's time, including your own.
