I think you are still confusing Church with State. Marriage for the State (Federal, State, whatever) is a legal entity. There is no obligation for any Church to perform such a marriage if they do not want to. In fact there is no obligation whatsoever to be married in any Church or in fact have any thing to do with religion to have a legal and valid marriage before the law.
