So these people will get married without his approval, so what? There were times when mixed marriages weren't approved, when cross-faith marriages weren't approved, and just google out "unbeliever church" and within the first dozen hits you'll find that many (Christian) priests disapprove of a marriage of a Christian with an unbeliever.

Did any of that stop such couples from getting married? Some, probably - but in the end each of those became pretty much normal. The end result is that church has lost monopoly on marriage.
