I had to reinstall once when for reaons I never discovered, VS .NET 2003 decided on startup that the operation I was trying to access was on the dvd. Whe I put the dvd in, it told me I was not permitted to run the required ooperation. I uninstalled, reinstalled, and all has been ok since.

http://support.microsoft.com/default.aspx?scid=kb;en-us;q306905 - they don't work. You need to do a complete uninstall, then reinstall. Believe the terse message in the first link.
