They have publicly said, and before the shooting as I understand it, that they have instituted a policy to shoot for the head (i.e. shoot to kill) for bomber-related incidents because of fear that body shots might set off a bomb.

But if it remains so that the person was subdued when shot 5 (repeat: 5) times in the HEAD it seems to me that he was going to be of far more value alive rather than dead.

It doesn't make any sense to us, but it did make sense to him.
Who can know why people might run from authorities??? An illegal immigrant *probably* would. Someone carrying dope *might*. Maybe he just saw a certain look in the cop's eyes that told him it was trouble (and it looks like he was right).
My sister used to have a deep fear of cops. I remember driving her one time when a cop car came around the corner. She started talking real fast, breating fast, TELLING me to turn off the street at the next intersection.
So who knows? People have their foibles.
