I don't know where these friends of yours come from but HM police rarely use them too. They don't exactly do a martial arts course in their use - maybe a few hours in a gymn. They have to fill out a form, in triplicate, BEFORE using them. All the forces in the country had to go through hoops just to get a pepper spray for protection. Tazers are now being considered
