I like my projects to be compact and discrete, so I don't like those library folders for every project. Make a slight change to one of the functions and you have to retest all your projects, not just the one.

Those stuff gets in a project template directory structure and thus only affects future projects - never change a running system. You may load such stuff wiht _startup. But I don't like using such stuff it in index expressions or stored procedures, that should be self contained.
