You do realize that if you wanted to create an huge uprising in terrorist activity all over the world of Iraquis, Iranis and generally people from the middle east who are now everywhere else, you couldn't come up with a more effective scenario? Or would you also consider shooting all middle eastern people who have emigrated to all the other countries also?
