It seems that when the view opens it ignores all formats. I tried to set the format and the inputmask properties on the view to see what it does.
Changed format property to '999999999.99' for my field
then it displays 3 not 3000.
That tells me it is a foxpro thing when opening the view.
I cannot "fool" the view to ignore the comma.( only ignored if regional settings in Windows does not have a comma)
Strange that this cannot be controlled programatically but only by Windows environment.
