I think it is inconsistent, and the User wonders why some fields are blank and why the others are not.
I write an application and display data in a grid. The first column contains COMBO. On every change different columns in the grid are available. After adding a record the user always wonder WHY the column that is not available has ZERO in it, and some others (Numeric) are blank. I try to BLANK FIELDS w/o any success and then just change the type from Int to Num :o(

The only thing normal about database guys is their tables.
