If the &^@%% netadmin won't let you you install the VFP 9 runtimes, then forget about running a VFP-based Web Service.

Indeed, you need to install VFP runtimes + SOAP Toolkit redistributable, or VFP runtimes and use the Component Services console to publish your DLLs as Web Services (using the .NET framework, so no need to have the SOAP Toolkit).
