I got to thinking about this more last night. There HAS to be a way to do it. All of these new tablet pc's - all those have a stylus pen thingy and read handwriting, right? Anyway I found a couple of other apps here.. http://www.smartlinkcorp.com/w95/ocr/index.shtml and I'm sure there are others - but thing is these are just packaged applications - and it sounds like you're looking for an activex. I suppose you could contact the makers of the apps and see if they will provide an activex, api or something...

In this case, the forms are being collected at various ports of entry into a country and there can be no "training" of the OCR software to be able to read someone's handwriting, so it doesn't look like this will work either.
