I got to thinking about this more last night. There HAS to be a way to do it. All of these new tablet pc's - all those have a stylus pen thingy and read handwriting, right? Anyway I found a couple of other apps here.. http://www.smartlinkcorp.com/w95/ocr/index.shtml and I'm sure there are others - but thing is these are just packaged applications - and it sounds like you're looking for an activex. I suppose you could contact the makers of the apps and see if they will provide an activex, api or something...
