It depends on the complexity of the report and whether you have a fixed amount of data per page. In pre-VFP 9 versions, you have to create an extra field in the cursor that you can mark as "1" or "2" to indicate the top or bottom of the page. Then create a data group on that new field. In the data group footer, you have to fudge some blank lines to make sure that the "form" ends up half way down the page so the next "form" starts at the half way mark. As long as you do NOT have any stretchable fields in the report, this can be done as I describe in my book, "The Visual FoxPro Report Writer: Pushing it to the Limit and Beyond".
In VFP 9, you have some other options as I describe in an article which is posted on the MSDN website, "The VFP 9.0 Report Writer In Action".
Neither of these options are easy .. but it is possible.
